There's gameplay and story segregation that was mentioned. But a more realistic answer is the the WoL simply adjusts their pocket watch to match the local clocks.

Since I am not completely sure on the lore, I have headcanon for it.

WoL is blessed by Hydelyn, part of the soul of the star. Being uniquely attuned to the star's aether, the WoL innately knows what time it is. This is how he knew what was going on when Alex Prime used the time stop thing. Just headcanon though.

Realistically, it would be a huge pain in the programming to do time zones, as you would have a few in ARR zones alone, and it would mess up node spawns and such. I can see it now, "x pops between 1 and 3 am." La Noscea time, Shroud Time, Doma time, Far Eastern time, or Imperial time?
