Question about new gathering ablilities

My question is for the following 2 abilities: Impulsive Appraisal 2 and Bountiful Yield 2
First IA2 has a 30%-100% chance for Discerning Eye to proc, depending on Perception amount
Second BY2 increases yield by 1-3 depending on Gather amount

So how high does gathering and Perception have to be for each lvl of gathered item for each yield or % increase? (lets say % had 10% increases)

I have about 900 of each stat and it's still only 30% increase. So who knows? /shrug

It depends on the level of the mining node and what you're gathering. I used it on mythril ore (lv35 node) and it went to 100% HQ.
