    Are there ANY Garlean npcs in Kugane?

    Are there ANY Pureblood Garlean npcs in Kugane?

    And not the totally armored guy outside of the counselate, we cannot tell their race. I mean ones walking about that you can see, third eye and all. I honestly don't remember finding one.

    The reason I ask is because I cannot for the life of me remember seeing any three eyed garlean walking about as a everyday joe, which lends to some implications story wise.

    I find it very unlikely that any purebred Garlean would deign to mix with the savages outside the consulate gates. There MIGHT be some poor shmuck of a purebred Garlean inside the building, every day loathing the position he was saddled with that puts him in such close proximity to said savages, and absolutely unwilling to even step close to the front door, let alone actually exit the building.

    Are they that xenophobic, despite having a consulate? honestly sounds like a worse case than the spacesuit nobles in World Government.(/one piece)

    It also sounds like it would be very easy to have such a race of people..."disappear" from the setting.

    The consulate probably just acts as a front for their influence in Kugane, be it things like what Gyodo did or spying. It also lets any would-be revolutionaries know that the Empire is watching them.

    So Cid, Lucia and Nero are the only three louts out and about? I can certainly imagine Eorzea being persona non grata for their lot, but not being in a more neutral territory, living only in one city/nation we have not seen?

    We can only guess based on what we've seen, but our conversations with pretty much every Garlean aside from Cid and Lucia indicate that Garleans consider non-Garleans to be beneath them, barely worth acknowledging at all, let alone as equals.

    According to the lore book, Garleans long ago had a history of being pretty brutally oppressed by their neighbors due to the rather serious disadvantage the Garleans had in not being able to manipulate Aether, but through the use of technology (both their own and that acquired from the Allagans) they've turned the tables pretty thoroughly. Their overt superiority complex might be a way of covering up their embarrassing past as the world's punching bag.

    It's always dangerous to categorize folks based on only a few examples, but if there are moderate Garleans (ones who are neither bigoted aristocrats nor freedom-loving traitors to the Garlean cause) we haven't met any in game. Even if moderates do exist, it seems likely that brutal oppression of non-Garleans is the official government policy, so it's unlikely that moderates would hold government positions high enough to warrant being stationed at the consulate.
