So I am unable to get promoted to Second Serpent Lieutenant due to a glitch in the game. This is the message I'm getting whenever I try to apply for a promotion.

In order to receive your next promotion, not only must you complete a trial,
but you are also required to complete rank 2 in the Grand Company objectives of your hunting log. Alas, it would seem you have yet to fulfill the latter. Pray return here when the feat is accomplished.
I have looked at my hunting log and I have already completed rank 2. So why can't I get promoted?
