Yes, they should. You don't get all of the tools that makes your class function until level cap, like in all mmo's. anyone not new to mmo's doesn't expect fun and engaging combat from the beginning, it's viewed more as something to look forward to.
Got to love the bullying from the 'I love my games braindead, anyone who likes complexity should gtfo' crowd. I mean really! You would tell people with one hand that 'all opinions should be considered' - when it fits your easier/casual agenda, but then claim their own opinion is nonsense when it doesn't fit you? Eh. Hypocrisy must be an unknown word to some of you.
I don't like things being dumbed down either OP. It certainly is an 'opinion' but it is valid as any other. Don't feel dismissed, just because an army of entitled casuals don't agree with you.
Focusing on that last post. ''Complex doesnt mean fun'' to YOU. So with all politeness considered, stop generalizing. People are allowed to like challenge and if your opinion is going to be 'I dont care if you dont agree, feel free to leave' then why should the OP not have the same opinion vice versa? This community boggles my mind sometimes. I happen to like complexity and difficulty. I like challenge in everything, be it work/hobbies or anything I spend time on. It makes bothering at all worthwhile and whilst I accept not all people approach things that way, it would be nice if people had any concern for people of differing opinions. Instead of just wanting a game that suits them alone.

To be honest even without things at 70 yet I feel the simplification has gone backwards on a lot of jobs.
Jobs where I could spend 95% of my time on one set of the xhb. I feel like I constantly having to juggle now.
My paladin for example pretty much never swapped sets unless I needed hallowed or cover but looking at the level 30 skill set I'm gonna be swapping sets so much more cos there's that much more to press.
Ninja again. I gain 1 slot on my first set of skills through the loss of mutilate but all the extra buttons means again I'm going to be swapping sets that much more again.
They've actually increased button bloat on many jobs it seems
used to love my summoner i Always loved the dots and the fact bio 1 and 2 stacked
