    This seems to be a common issue going around. Make sure your browser isn't blocking any cookies when you enter in the code otherwise I'm assuming you are going to have to contact SE.

    Disregard this. You cannot register expansion content purchased from Steam for an account that was initially created from a retail/Square store key.

    "FINAL FANTASY XIV Online game packages available on Steam may only be registered and added on a Square Enix account that has the base game “FINAL FANTASY XIV Online Starter Edition" (or formerly known as "FINAL FANTASY XIV: A Realm Reborn”) purchased on Steam."
