Levi - Congested or not?

So, I'm a bit confused about Leviathans status. News post on Lodestone on the 18th lists it as congested. Yet, news on character creation restrictions and statuses of congested/preferred worlds (2 days later) lists it as Not congested. O.o

With all the queue and congestion issues (I know, at least some of that was DDOS related), I am seriously considering getting off of this server.

Has anyone transferred off of Levi in the last couple days who can tell me if they got the free transfer?

ITs like being in a can of sardines, yet it does have fairly a lot of people. I personally enjoy being there myself. If you're a tank duty(s) are almost instantaneous.
So I would gladly recommend.

Congestion status changes every six hours, as a result there are times when Leviathan is less congested (mainly off peak during weekdays). It is generally full but nowhere near the mess of Balmung or Gilgamesh.

Not marked as congested and won't be, unless Levi becomes the new Balmung or Gilgamesh. While we did have login timers of 45-75 minutes the last couple of days. Since yesterday as well as today, the queue was as low as 5 and spiked during prime time to 1800, still was only a wait overall of 15 minutes. The in world zones/maps are not really that congested either, sure it's just a matter of time till people might catch up, but at any given time, I find a maximum of 84 players throughout all the 3 instances they created. Barely people doing fates, which I don't mind, but compared to other servers you can actually see were you're going or standing. Lets face it, without the expansion or during patch breaks, we're the home of gatherers and crafters. And during non prime time, you can be happy if you see 15 people in any city that are not bots, or not afk. Idllshyre I give that, before the expansion you could maybe find 100 people standing around doing nothing. So I am not really sure why everybody thinks, that leviathan is a super high populated server, we are maybe medium pop and a bit above that during the expansion/upcoming patch.

Till it happens that levi becomes the new balmung/gilgamesh you need to pay for your transfer if you want to get off that server. But chose wisely because if you think we are having problems, take a look at other servers lol
