You might be right but I don't think you could go much higher without having the other healer classes take issue with it. It would essentially change it to stored emergency heal and allow you to pre-load the target with a heal. This would let you get back the used atherflow faster. It would also change the skill to a tactical use skill instead of a pure luck skill.
