For all we know he's still on it or stuck and you know who's body was taken "home" after Zurvan? We have no indication Gaius and Varis were friends but definitely no indication they were enemies since they are both conservative in their views but who is his closest friend? Regula. It's highly likey he snatched Regula's body due to their close friendship.

As much as I hold want Gaius to come back for Garlemald as a leader for all intent and purposes he is dead even the lore book said it and he accepted his fate once defeated.
