There was no mentioning of the time frame or if the restrictions are removed in 4.1
Further we do not even know if that item becomes unlimited one day, however looking from the pure business model perspective, the smart idea would be releasing it as a unlimited kind of item, as well as allowing the new Jobs. But when or if we gonna see that, is still unknown and no official information released about that just yet.

Posted in May, even, before potions were even available with the details finalized.
SE did make a reference at one point that the potions would initially be limited to one per account. Their wording suggested it's only a temporary limitation, but they never did clarify how long that limitation would last. 4.1 is a guess by players, one which may well turn out to be right (sounds reasonable anyway), but has not been confirmed.
