Can Leviathan be considered a congested world?

Does anyone know if Leviathan is eligible for the free transfer to a preferred world?

I do not see it listed as a congested server, but it has been locked for transfer/ creation for the last several days.

I would really like to continue playing the game, I have been enjoying it very much. The very long que times and frequent disconnects make it impossible for me to play, however. I would disconnect often before the expansion, but I could always just sign back in right away and get back into my dungeon / POTD group. Now, the que is so long that I am removed from my group. This has made it impossible to continue my MSQ as well as level any alternate jobs in POTD.

Please let me free transfer to a preferred world so I can continue to enjoy this awesome game!

Leviathan has been locked on and off since 2.2 or thereabouts. It is 'full' but there are a lot of people who only play after patches drop so during the quiet time between patches it can seem quite empty.

It is still a standard world. The only congested NA servers are Balmung and Gilgamesh. I really wish Levi was considered a congested server since it won't be opening up anytime soon.

Pity. I'm quite willing to transfer but there's no way in hell I'm paying to be transferred. And if they're giving incentives for transferring - then I expect those too... Otherwise - I'll wait until the furore of Stormblood dies down to normal again.
