The "no x, much less y" feels awkward, and should probably be

Because the set T of foreigners who have triumphed must be a subset of the foreigners P who have participated, and the expression "not x, much less y" should be of the form that doing y requires having done x. Or in other words, to triumph would first require that some have participated, and since none have participated, obviously none have triumphed.
The current in-game text suggests that (no foreigner has participated) is a consequence of (no foreigner has triumphed), when surely the desired implication is the other way around.
