The number of auto attacks is based on the weapon you use. Weapon auto attack is in seconds divided by delay for the amount of attacks that occur.
Skillspeed reduces weaponskill cool down times and effects DoT but the DoT damage potencies are low. It does nothing for auto attacks. If so they need to state it in the attribute definition on the lodestone.
Determination may increase auto attack damage because it increases damage dealt. An auto attack is damage being dealt.

Sorry, I forgot to check back here. Also sorry for being so curt. I don't mean to sound mean. In case you'll check this thread again one day:

Greased Lightning and Fey Wind are separate effects; in fact, they used to just say "attack speed" but that was too confusing for people so now those effects all have an expansive tooltip. This thread is about the Skill Speed stat. I agree it would be neat for Skill Speed to affect Auto-Attack Delay, yes, but in looking at your other post again, it looks to me like you're twisting the patch note to mean what you want it to mean because it wasn't clear how it affects auto-attacks because of the word "affects," but the CM gave a direct answer: It increases the damage.
