I like your suggestion but I think they have other stuff to worry about now. If there would come a dedicated RP server it will likely come when things cooled down a bit.

During E3, I saw yoshi say that they were very looking into this. The issue is forcing a server community to be labeled RP. Balmung has so many others that it would be unlikely but servers like Mateus would need to be surveyed that they want to be labeled as the official RP server. They're trying to not isolate the community by suddenly telling them their server is the RP server. The designating is easy they said, the fallout, not so much.
If you want an RP server, the best option is to get Mateus or some particular server to be rather vigorous in asking to be the designation with little resistance. This will speed up the survey and get them to act.

I saw it.
Seems that previous attempts failed from most likely a lack of effort and time to get people on. Build the community and advertise it to all holy hell yourself.
Then you can boast you created the RP server like the original founders of balmung RP before the game came out.
I'm not into rp but I'm sure there's a whole world and guidelines you can build people will eat up. You can't do that if they make it official. Isn't the whole point of rp to world build? Build it!
Oh yeah, I can agree with that. An earlier poster suggested just putting an RP tag on an existing low-population server. I mean... why dedicate limited resources to a shiny new server when we can utilize a pre-existing dead one? Seeing as congestion seems to be their main issue right now, I thought now would be an excellent time to bring this up. I've always believed there should be a dedicated RP server, not just since this congestion issue reared its ugly head.
You're right... not top priority to cater to RPers. But instead, I am striving for others to see the reason why people flocked to Balmung in the first place, and why the server transfer incentives are only hitting a relatively low population. Dig up the root, don't prune the leaves.
EDIT::
I didn't know this, and this brings up a seriously good point I hadn't considered. I think with any server, there will be a group that is like 'meh', a group that is like 'yes!', and a group that will scream bloody murder over it. The problem is a matter of me, who is not typically very vocal about these things (see post count) being a small voice. I know there are people who share my sentiments, but like I've mentioned... mass lethargy is not a new concept.During E3, I saw yoshi say that they were very looking into this. Well, people are trying on Mateus and Omega. We'll see how that works out. My guess? As soon as Balmung opens up for transfers again, lots of people are gonna move and the communities on those servers are gonna suffer, if they even manage to establish themselves in the first place.

They should just create a new NA server. Then people can try on that server
As one player said here, the main problem is the people. I am in a few discord channels and in some people are very immerse in RP ( I don't, but a few friends like it so i just don't really get involve when they try RP in the chat).
A few people, in those discord channels, said they will never moved from Balmung because the majority of the RP players won't move out of Balmung.
I know you RPers have your websites, too. May be you should invest time to spread and incentive to move a very low population server to give life and help the RP community grow.
It's known far and wide that Balmung is RP central. It doesn't really "need" a title to say so because as you said,
people tried to move to different servers and it failed. It'll be easier to slap RP on Balmung really.
It's harder to get them to leave it seems, there are far too many RPers there to have a mass migration
though lol. If I had to pick, they could run with Omega, considering it's aimed at Balmung people to move anyways.

In theory, it makes sense because players wont go to a high population server hoping to find more people to RP with, you just go to a server where everyone wants to RP... A higher population does not necessarily mean more RPers. This could actually lower the stress on the higher populated servers.
The real question is, would enough people actually go there to justify the server. They wont know unless they try it, part of the problem with that though is that alot of people may just make alts there to mess around with instead of actually play... which I'm pretty sure is already a problem on servers like balmung.
Honestly it wouldn't hurt to try but i doubt they would spend funds to create a new server just for this purpose.
