Unlocking abilities

I'm closing in on being half of the current max. level of 70 and so far I've only unlocked 9/26 abilities.
Pretty meager.

Ohh. See, your problem seems to be this assumption that you gain skills at a linear rate.

I would imagine devs balance action acquisition to line up with available content.

You don't have much to work with at low level because there's nothing truly difficult enough to require more of your kit.

This. You gain abilities at a much faster pace once you hit 50 as it's every other level a skill and/or a trait. Up to 50 it's slower so most of our skills are packed in 50-70
