Are you deliberately ignoring the point I made?
I'm lvl 30/70 meaning close to halfway as far as leveling goes and yet I barely have access to 1/3 of my abilities.
For being almost halfway done with leveling I should have access to more abilities than only 1/3 of them.
I'm not really sure if you're new to this but in most mmo's you don't have every ability unlocked for a class/job until max level, that's kind of a given. If you want to get a good idea of how a class is fleshed out get to floor 50 in PoTD where you can play with a level 60 kit. I get you are under the impression that they were going to completely redesign all of their classes from the ground up, which is obviously not the case. All of the class information updates have been available for quite a while now.
I wonder if some of this doesn't have to do with the renovation of the system. We lost Apopo--- and Swiftcast to Role actions. Swiftcast you'd have gotten at level 26, not sure if you get something else there or not. My guess is no, which means your count should've been higher than it is currently.
Still, it's a support skill compared to a part of the rotation or should I say - the mechanism of it, something I feel BLMs have more of than others. Our rotation isn't all that complex in # of skills we have, but rather keeping a certain buff up so we can utilize our heavy hitters. In that core sense, even pre SB, our 60 rotation wasn't inherently different than our 50 one. Not like we suddenly had another combo tree like some melee classes, mostly our filler changed. Blm's complexity isn't in the # of skills, but how you use them. One of the things I like about it.
I really hope they change that, I get the people who own HW but not SB would probably be annoyed at being locked out of it, but considering SB includes HW that is eventually going to become an absolutely minuscule percentage of the playerbase.
This is pretty true to be fair, the low end of leveling is pretty bereft of abilities now. Putting so many of them in the last twenty levels was not the best idea SE have ever had.

But you're not really halfway done with leveling. Just looking at the numerical number of your level doesn't tell you how close you are to done leveling. Being level 10 isn't 1/7th of reaching level 70, it takes less than an hour.Are you deliberately ignoring the point I made?

Yeah but of you look at it in terms of exp instead of levels.. you dont even deserve 9 actions lol. Rigjt now my tnl is 5mil.. 5mil could level 1-30 several times
Ohh. See, your problem seems to be this assumption that you gain skills at a linear rate.
I would imagine devs balance action acquisition to line up with available content.
You don't have much to work with at low level because there's nothing truly difficult enough to require more of your kit.
