So I hit level 30 yesterday and almost instantly got an email saying I had been issued a 15 day credit to my account. I've yet to receive the 1 Million Gil. Does this take longer?

*2　Limited to once per service account when creating a new character on either a new or designated World.

I think the 1,000,000 gil gift is only for new worlds (Omega and Louisoix)

The last part that you copy&paste daid that you need to in the new world. Did you created a new character in the new world? Otherwise you just get a portion of the reward.
