I believe it is currently 10 million on your character and 5 million on your retainers, which is a big improvement on the usual (1 million and 100K on retainers)!

If you want to go to a very low population server there is: Coeurl, Goblin, Mateus or Zalera. (In the "Preferred Worlds" category)

Just to clarify here. Cactuar isn't restricted, it just occasionally closes. The only two NA servers completely locked 100% are Balmung and Gilgamesh.

Yes, for the new worlds all rrstrictipns have been lift. Did you try going to other server with low population?
