Just wondering what queues and issues people are seeing on

I have a buddy not on Gilg or Bal who still has like 30+ minute queues and I'm curious if anyone on these servers can let me know how things have been. Also I'm wondering if I'm missing something on this whole incentive program. I thought there was mention of gil/xp bonus for transfers but it looks like just for new characters? So is it just 10 silver feathers and the ability to take your gil with you? Seems like a lot of risk (not knowing how the market board will be/availability of playerbase to do stuff with) for 10 feathers especially since from what I've heard the dc's/locked at cold steel etc affected all the NA servers? Just wondering what people have seen! Thanks!
