I love to do levequests, they are very useful to level my alt when there is no people doing FATE or less people go to dungeon. They gave reasonable EXP, short time when compare to waiting for duty finder and enough gil reward with some gift.

I think they looked at how Battlecraft Temple Leves were in Heavensward and saw how few players actually used them (because of the issues they had), and probably felt they just weren't useful enough anymore (also lore wise neither of SB's 'main cities' suit them: Rhalgr's Reach is still technically a war zone and Kugane's society lacks the very concept of an adventurer's guild, let alone would even know what a guildleve is), so just abandoned them, like Guildhests.
Don't get me wrong, I love battlecraft levequests, but I don't see SE bringing them into SB alas.
I think one of the reasons why so few people did it is because it costs 10 allowances to do them and the rewards for completing them were very low compared to the number of allowances it costs.
HW leves were annoying because they were all from foundation. If they were accessed from other places like in ARR it would have been easier.
