    Someone is Missing (Quest Issue)

    I wanted to clear the side quest in Ala Gannha called "As Stubborn as Stone" where I must speak to three people after the quest is initiated. When I try to look for the 3rd person, whose icon appears to be at the top tier of the town, they cannot be found. Where is this 3rd person?
