My opinion is that such a server would negatively impact the rest of us on Live, when too many players are off server and no longer contributing to Duty queues.
The whinny bB1thces that think the lore is so great are afraid of it.
Was more like so major bugs got worked out ahead of time, stress tests could be properly done etc. Instead we get release, with instance crashes being solved by just not letting use them, using server space on empty zones instead... Oh yay have 3 copies of the peaks with 10 players each. Dont even wanna think about how desolate the zones after this are. Or they couldve found out ahead of time putting a solo instance into the expansion this early and only in one spot, probably not a good idea.
Theres usually enough downsides to test servers to keep their pops down. Character wipes, frequent downtime, and sometimes short live windows. Heavily gating entrance to a short term test server (/datacenter) wouldnt be horrible for them, couldve opened it up for a week or two every month with limited content available. Or they really need to beef up their QA department to do stress testing and bug fixing internally faster and more completely.

Public test servers are nota great environment for testing load conditions. You barely get anyone who actually tests things on a test server they are there for a preview.
Most issues we are having is stuff due to the overloaded severs. The only bug I encountered was one where a piece of dialogue was still in Japanese.
Considering they dont do external tests it's going very well.
Just dont go to overloaded servers. The best advice in any MMO.
Test server doesn't stress test servers properly. Betas do, so in a way you could say early access was the beta
