quest broken. once more, to the ruby sea

Steps:
1. Accepted the quest, Once more, to the ruby sea
2. Started the step where you talk to soroban in kugane at the pier in front of the area transition that says 'ruby sea'
3. The dialog started
4. The Dialog completed.
5. I got a pop up notification that i could not transfer to the next area.
6. I am now unable to transition out of kugane to the next area marked the ruby sea.

i seem to be locked out of the ruby sea area after triggering the transition in the mission, "one more, to the ruby sea" while the area was under maintenance.
maintenance is over now and i've seen multiple people transition tp the ruby sea right in front of me but it wont let me pass the physical gate.
the gate in kugane leading to the area transition is locked and i can't enter the next area.
i've tried relogging and travelling away and back to kugane again but it remains closed.
is any one else experiencing this issue or am i alone in this.

any suggestions or maybe a fix please.

edit: quest says, soroban has already seen to the necessary preparations in your absence, and is ready to depart kugane whenever you and the others are.
objectives: speak to soroban.

seems like the game placed him in the wrong place and i cannot get to him to advance the quest as i can't get to the area he is now in without speaking to him in the first place.

but soroban's marker puts him at the lower right corner of the othard map while it seems he should still be in kugane, which he isnt.

I have this problem as well, you are not the only one. The gate is closed and the NPC is nowhere to be found. The quest marker is also at the Red Sea... which the gate blocks. Khori Himaa from Jenova.
