Transferring issue from congested to designated world

Boyfriend is trying to transfer to the same world as I did, which is Goblin. I manage to transfer just fine, but for some reason, when he logs in to the Mog station, selecting the designated world, for some reason that server does not appear for him. He has no characters there and he has already done all the steps necessary to transfer. But no matter what, the server is not appearing in the drop down list at all.
What could be the reason?

It is possible it was off the congested server list when he tried...they just updated it at 4am PST and Goblin appears to be on the list so have him try again.
