Probably Square never fix this problem with ATI card...cause FFXIV is a game from TWIMTBP program.
I'm not the OP but:

1) I do play exclusively in fullscreen at the native resolution of my monitor (1900x1200)

2) I only have one card, a Radeon HD 5850 1GB.

Forcing Vsync in the catalyst control center does nothing, it's a common issue with forcing Vsync in CCC for many many games. I'll have to look into RadeonPro to see if it gives better results. And Square *can* fix the issue regardless of what kind of video card the user is running by building application level Vsync into the games graphics engine like at least 90% of other AAA PC titles do. The question is considering that the game is still free to play, the playerbase is abysmally low still, and they're already working on an entirely new graphics engine for the game to better suit lower-end PCs and consoles, whether or not it's even worth it for them to spend the time and resources adding native vsync to the current game to help out the minority of players currently experiencing this issue. My money is on "no."
