Theory as to why we've not see it (yet...possibly):

First theory is that as of the last time they made the bigger changes (which they save for expansions, it's just how they've decided to approach most job changes they consider bigger, which tends to include mechanical changes...and I'm guessing switching to a combo system for certain actions qualify as "bigger") they had not made the decision to implement combos in PvE like they have in PvP. So even if they have decided to make that change, we won't see it for another two months.

Another aspect of that theory is that the version in PvP gives you access to all your PvP skills once you are eligible to participate. PvE does not. Its possible that the system they have in place is not (yet) able to account for having the first step in the combo...then two steps...then finally three steps...and be able to switch between them based the level the player is synced to. While I don't know if this would be a complex addition, it is an additional mechanical element not present in the PvE version, meaning they can't just bring that system over, so there's a bit of extra work to do there to get it working.

Then there's the possibility of it being a difference in philosophy - they may simply believe that having the different buttons in PvE is part of the process of playing against the scripted fights and that you should be able to make mistakes by pressing the wrong button or get it right by pressing the right button.
