To be fair, most game companies take priority over their homeland. I doubt companies like Valve or Blizzard would prioritize Japan over the United States.

Yes, you get locked for three days.

EDIT: Actually I might be wrong on that. I thought there was a restriction but I only see the one for newly created characters, and the 90 day lock for New/Preferred World.
