No, not really. It's better than 2.0 still and on par with some of the other bad MMO launches I've seen. WoW had a couple that were worse but they've gotten better about it.
There were similar problems with 2.0 -- lots of error 90K disconnects, as well as ongoing emergency maintenance for months. Worse than that, from the time your load screen appeared you were instantly overwhelmed by a continuing wall of gilseller advertisement /tells and /shouts from RMT spambots!!! You couldn't even follow text from the actual game in your log window.
Eventually I took a break to play FFXIII because FFXIV was usually unavailable when I wanted to play it!
Eventually it got better though and became awesome, fun, and generally reliable. So I expect 4.0 to follow a similar trajectory. In the mean time I'd recommend leveling crafting and gathering - you can often make a lot of money doing that early in an expansion. FATE grinding or palace of the dead (if you can get in) isn't the worst thing either - it's no worse than the kind of level grind you'd do in old-school MMOs.
Well, at least it's better than some MMO launches like Anarchy Online, Age of Conan, and Vanguard. Ah... the good ol' days.
