Doesn't seem like the team-members talk to each other, or to us for that matter. So....

I feel like there's a lot of room in the "middle" for this. Having to do the main story quest to get to endgame content or certain specific areas is a long ways away from not even being able to explore a single new area or do any new side quests or dungeons without main story progression.
A good example for this would be the way FFXI handled things for the most part. Certain story-centric areas like Tu'Lia and Lumoria were locked out until you got to that point in the story, but the majority of areas were accessible from side quests or straight from the start.
To compare with FFXIV, say you could access everything in Heavensward except Azys Lla and Idyllshire. You wouldn't be able to jump into the Aetherochemical Research Facility or Alexander raids, but you'd be able to level up and explore other areas if you wanted to, and get to certain dungeons like Neverreap that don't have any story relationship, or could be made to not need one. I think that's a completely fair compromise.
Not only would this kind of thing give people something to do if a certain part of the game is broken, but it also might alleviate problems like we're experiencing now to begin with - some people will level up first, others will go exploring, and others will head for new jobs and non-story dungeons, removing the bottleneck effect.
