FPS Issues/drops when skill effects occur.

Hello! After a long time of experiencing this issue I have finally decided to come to these forums and ask for help, hoping for a solution.
My problem is the following: I get noticiable framerate drops when there are skill effects in the screen, especially when they're even worse if the camera is zoomed into them. A potential fix for this could be simply disabling all battle effects but sadly I can't disable effects from bosses and I am curious if there's something else that I can do about them, rather than straight up disabling them. This problem doesn't just happens when I am fighting but also in cutscenes. I was wondering if this was a problem that could be fixed somehow or it is simply a problem with my PC and I would need a better rig. My FPS are fine and usually stay above 70/80 with my settings (medium to high) but again, the problem only appears when there are effects on screen.

These are my PC components: (I am playing in 1920 x 1080 with fps locked to 60.)
Motherboard - Asus H81M-P PLUS
PSU - Nox 650W
GPU - GeForce GTX950 2GB
CPU - I5-4460
RAM - G.Skill Aegis DDR3 1333 PC3-10666 8GB CL9
(And yes, I know, Stormblood's recommended requeriments are higher than what I have but still, I think that this problem is rather weird and I don't lose anything for asking for help.)
