Making the Catfish Sing

I'm currently on the quest "making the catfish sing" and am expected to talk to hancock in the trader's office, however, when i load into the designated area, no NPCs appear whatsoever.

I have looked under the couches and in every conceivable corner, even tried to see of closets are maybe interactable, however, I see no trace of Hancock or anyone else.

Even zoning out and back in does not seem to affect anything.

Am I missing something, or am I merely bugged?


EDIT: Nevermind, rezoning a fifth time after posting this triggered the cutscene. I must just have been unlucky.

Logging out and in helped me as well

Teleporting out of the area and back worked for me.

I teleported to my House in the Mists then back to Kugane. The quest then worked for me.

Thanks for the thread on this. I was glad I wasn't the only one having issues- re-zoning worked perfectly for me.
