We, uh, didn't?
Early Access is the full game. All 6 areas (plus Kugane and Rhalgr's Reach) are absolutely available to you, provided you can progress through the story to them.
Most people can only access three areas (Rhalgr's Reach, The Fringes, and The Peaks) because the instance servers are overloaded. They didn't count on as many people jumping on as did, and to avoid server crashes they're limiting access to instances. To progress beyond there you need to do (at least) a couple single-player instances, one during "Best Served with Cold Steel" and another during "In Crimson It Began." Unfortunately, that means unless you get lucky enough to get into said single-player instances, you're kind of stuck. (I know the pain - I am too.)
I'd say make the most of a bad situation and try out one of the new classes, but they're both DPS so queue times are horrendous (they always are for DPS, and adding two at once isn't going to help) and it's not just single-player instances that are flipping out, but all instances. I've tried twice to do the Dusk Vigil as a 51 SAM, both times I got booted from the server and stuck with a 90002 error for 5-15 minutes before I could log back on. Also happened while doing a Roulette and getting Keeper of the Lake.
I've also heard of people getting locked out of their characters after the Susano'o fight, so at least be glad that's not happened to you (yet).
It's kind of... really hard to play the game at all right now. Pretty glad I didn't shirk work today for Raubahn EX.
Erm... I mean, this has nothing to do with the game's story, and I'm sure they'll have it fixed soon™!
