If we still had Deflection and the old Aegis Boon, that would be true. It's not now though, with low block power the damage mitigated will be like not blocking at all, and high rates will only be good for triggering phalanx and war drum (so, useless). Any improved MP recovery with the buckler-type shields should be wasted anyway through inferior mitigation.
With such ridiculously high attributes on those shields though, I imagine all shield stats may be raised, and the Lv. 50 kite shields will still be the best to use. I only say this because a Lv. 50 Hoplon shouldn't have higher Block Power and Rating than a Lv. 50 Kite, though we can't really say until after patch. We are expecting a buff to blocking, and this is something they would not state in the patch notes.
Even if the kite shields aren't improved, the Ul'dahn Hoplon is better than the Gridanian Buckler.



50 on all battle classes actually. Plenty of tanking experience too. GLA's Outmaneuver looks to be spammable and increases block rate, and Aegis Boon has a very nice and low CD and it guarantees a block.
Regardless, I didn't say the shield is bad. It's not the Holy Grail of shields either. Point is each update will have different things in each GC, and no GC will consistently favor the same class' equipment.
