Probably because there is no need for it. It's not the cutscenes, it's the solo-instanced battle. Cutscenes are entirely on the client end.

It's been brought up before (because people sometimes want to play the solo content again, I'd love to play the Red Baron sequence again near the end of HW's MSQ for example) that these probably should be redo'able in some shape anyway, and being able to queue for them would solve this problem at the same time. It's not something they can engineer into the game overnight obviously.

The easiest temporary fix would be to temporarily disable cross-realm support so that the instances aren't shared across the data center. That would isolate the problem to just Balmung for example and thus they could probably manage it better.
