Except they haven't and I personally have been using it way more than I have before in the past, due to the small recast and building meter pretty fast in Sword oath. Don't really see a reason to give holy spirit earlier.
Well, with Royal Authority stemming from Riot Blade, MP restoration no longer is a problem. Therefore the only real function we are missing out on is the guaranteed block. Plus there is always bulwark so for large pulls you should be blocking tons of hits.

Lion's claw or whatever it's called tickles a little bit, but nothing else there is a problem..
Even if you dont like the way he said it, he is right. They dont balance dungeons to where is you dont have this one supplementary skill you wont win. Sorry if it sucks that you can use it as much but aside from a tankbuster or a cleave that little block didnt do much but give you a shield swipe.
Go sword oath then? You don't need shield oath for a single target especially as a PLD with all the mitigation CDs we get. If you want to sit in shield oath and gimp your damage, you don't get to fill your oath gauge because shield oath is like having a block 100% of the time. Sword oath is not designed for OT only.
Its suppossed to encourage stance dancing, multihit attacks hit bulwark. I ran multiple dungeons and used shelton pretty often through it all but I never really need it until bosses.
You want a 24% mitigation CD that works on all types of damage and has a 5 sec CD -which also restores MP to not be gated through the use of the gauge?
Really, the only thing that made it so Sheltron deserved the short recast it always had (30 sec) was that it only worked on one physical hit. The fact that it works on pretty much everything now makes it a little bit too good even if it's harder to time it right vs attacks that have no cast bar.
Tbh, PLDs don't get to complain about anything we got in SB :')

I actually moved Shelltron because it won't be used as often. Realistically, now that shields can block magic, keeping Shelltron the same would have made it too powerful. I'll miss it, but the way Paladin plays is changing and most of us are excited about that. It's time for us to set aside our old tools and pick up new ones. New, shiny ones, where we shoot magic at people and call forth lighting in our swords.
