Reason why "Winter is coming" was not used :)

I'm pretty sure the reference to Game of Thrones was intended. Just like the "My little chocobo" article title, "Ifrit bleeds, we can kill it" quest name, and many other quests, the localization team likes to inject little inside jokes into things for the people who get them.

"Winter is coming" was not used because winter hasn't been coming, if you'd read the description.

The winter expansion. Lots of good stuff this time around. It depends on what you do in EVE. It can be a total clusterf*ck every time you log in, or you can choose to stare at a rock.

Clever, but all references aside, I believe that winter isn't coming may be partially due to the fact that Dalamud is nearing, and things are quite literally heating up. Dalamud has already been foreboding, and now it's starting to have some actual consequences in the game world.

Well that and possibly the geological anomaly mentioned in the 2.0 outline that should predate the patch and lead up to some of the mysteries regarding the 7th Umbral Era.

The whole game is rife with ASoIaF references. At first it was endearing, but now it's like...create your own world.

This was the first thing I thought too, i posted that in the main forum for the announcement. Can't wait for season two, if you don't watch it get hbo, if you have hbo and you don't watch it......O.o...if you can't get HBO get a library card and read A Song of Ice and Fire book series, its great.
