That doesn't explain why you can't get it, though. People should still be able to just buy Heavensward if that's what they want.

Yes it explains it because they want to push stormblood, specially during early access, so people buy the bigger packages or the update at the current pre order price, instead of waiting till June 20th to buy lets say the starter edition package etc. Marketing wise it makes sense and does explain it, is that a hassle for players, specially new ones? Yep it is, no doubts about that.
