SCH PvP Fairy Gauge Not Working

Character name: Alfndrate Tarkartak
Class/Level: SCH 30+
Party or solo: Solo
Area and coordinates: Wolves' Den Pier
Steps:
1. Change to SCH in Wolves's Den Pier
2. Enter Combat (duel, striking dummy tested both)
3. Casting Lustrate, Physick, or other abilities that raise Fairy Gauge do not raise Fairy Gauge, unable to summon Eos.

Additional Information: I understand that this is only supposed to work in combat, but assumed that Duels and Striking Dummies put you into combat.
