The issue here is completely different, though. It's NOT a normal load. And that's causing technical problems. But they are technical problems rather than design ones. If I'm wrong about it being just the load, and even under normal (or anywhere near normal) circumstances, this quest would still fail just due to how it's designed, then I'll agree they messed up on designing it that way.
That's a pretty silly way of looking at it to be honest. If you were working at a job and they hired on some seasonal temps to help out and then told you: "Hey sorry, but we can't pay you this month like we normally would because our payroll is experiencing a load that isn't normal, you'll have to wait for next month to get paid." You certainly wouldn't be understanding about it.

And why should you? Before a company should do something that impacts their workers, they customer base, etc they are supposed to take a look at what possible outcomes could occur and plan for it. In this case, they knew the servers would be hammered by players and that this would be a massive bottleneck because they themselves said they designed in this way on purpose! It is a HORRIBLE design decision and they should have either not gated everyone out of content so early in the story OR at the very least, made a queue for the quest so that you can enter it and wait your turn. Right now is just sheer chaos and hurting the consumer.
