    I recieved a response to my demand to NA Customer service that they refund my monthly subscription if this issue is not addressed. Basically a canned reply that they will look into my ticket within 2 business days & tips on what to do if I applied my monthly fee to the wrong account...what a joke!

    Now that I had a PC version ready, I decided to make my PS4 a lab rat and run some test!

    First, I run a different digitally downloaded game (Persona 5), and intentionally cut off the power, and PS4 went into recovery mode and viola! The dreaded first time set up and 22.7 GB download. I am not even playing Final Fantasy XIV Stormblood. Persona 5, the game I was playing, has no data lost, what-so-ever.

    Next, I cut off the power on main menu without running game. PS4 booted into recovery mode and guess what? 22.7 GB hellhole again! I wasn't even running anything.

    Next, I forcefully shut down PS4 WHILE FF XIV is downloading the patch by holding power button for 10 seconds. PS4 didn't boot into recovery mode and no 22.7 GB download. In fact, the download resume without any hiccup. :/

    Conclusion

    It is definitely the launcher/downloader. Whenever PS4 goes into 'Recovery/system check up' mode, the launcher derped out and re-download everything as if it is a first time set up, even if there is no data corruption. This didn't happened with previous launchers!

    I no longer have this problem anymore because I just switched to PC, but I cannot rest until this problem is fully resolved. While this bug maybe insignificant for people with very high download bandwidth and data cap or living in a place where power outages are rare occurrences, but it is a MAJOR GAME BREAKING BUG for people with slower internet and tighter data cap.

    only shit thing is that it may happen again if its not even acknowledged by SE/fixed. this shouldn't even be an issue at all tbh. posted on the jp forums they deleted it and I posted it right back up.

    thank you for this, for some reason i was thinking the same that it was the recovery mode and what you did there just confirm it. now they only thing that we need is to way for the devs to patch this on the next maintenance, in the meantime i would recommend is when we get some type of power outage or power flickering after the console gets up is to restart the console itself and let it off for a minute to see if that helps

    From my point, it is simple:
    Last PSN version (4.70) didn't trigger the issue. Stromblood did. => SE is the problem.
    Some people say otherwise because it works fine on PC. And so what? I make a Windows game and write PS4 on it. And when, of course, it will not work, I'll answer costumers they should complain to Sony, it is their fault if their browser doesn't work with my game. Proof: it works well on PC.
