Conclusion

It is definitely the launcher/downloader. Whenever PS4 goes into 'Recovery/system check up' mode, the launcher derped out and re-download everything as if it is a first time set up, even if there is no data corruption. This didn't happened with previous launchers!

I no longer have this problem anymore because I just switched to PC, but I cannot rest until this problem is fully resolved. While this bug maybe insignificant for people with very high download bandwidth and data cap or living in a place where power outages are rare occurrences, but it is a MAJOR GAME BREAKING BUG for people with slower internet and tighter data cap.
Thanks for your test! So, if is the launcher, I have no chances for fix this problem by myself.. I'll wait this other 17Gb 0.52/s... And, off course I'll wait in queue tomorrow for the official release of Stormblood.. I'm so happy to wait!!! .......
