Thanks for your test! So, if is the launcher, I have no chances for fix this problem by myself.. I'll wait this other 17Gb 0.52/s... And, off course I'll wait in queue tomorrow for the official release of Stormblood.. I'm so happy to wait!!!Now that I had a PC version ready, I decided to make my PS4 a lab rat and run some test!
First, I run a different digitally downloaded game (Persona 5), and intentionally cut off the power, and PS4 went into recovery mode and viola! The dreaded first time set up and 22.7 GB download. I am not even playing Final Fantasy XIV Stormblood. Persona 5, the game I was playing, has no data lost, what-so-ever.
Next, I cut off the power on main menu without running game. PS4 booted into recovery mode and guess what? 22.7 GB hellhole again! I wasn't even running anything.
Next, I forcefully shut down PS4 WHILE FF XIV is downloading the patch by holding power button for 10 seconds. PS4 didn't boot into recovery mode and no 22.7 GB download. In fact, the download resume without any hiccup. :/
Conclusion
It is definitely the launcher/downloader. Whenever PS4 goes into 'Recovery/system check up' mode, the launcher derped out and re-download everything as if it is a first time set up, even if there is no data corruption. This didn't happened with previous launchers!
I no longer have this problem anymore because I just switched to PC, but I cannot rest until this problem is fully resolved. While this bug maybe insignificant for people with very high download bandwidth and data cap or living in a place where power outages are rare occurrences, but it is a MAJOR GAME BREAKING BUG for people with slower internet and tighter data cap........
