warrior skills not switching properly

when switching between defiance and deliverance when bound to duty, your skills remain inner beast and steel cyclone instead of switching to fell cleave and decimate.

i fully understand if this is a bound to role type of thing, but this would be detrimental to main and off tanking, going into tank swapping in the late game if i am forced into one set of skills or the other.
