For a new player that can't find or tag along with a vet, those lower levels last longer than one would think with the 1.19 adjustments.
For a vet, these levels could be passed a lot quicker if desired.

I do see the OP's point. The role of healer is narrowed down to Conjurer. Versus say having two tank options or multiple damage specialists. And of the healing abilities that can be used on others, appears to be three-ish or so during 1.20. Others must learn to defend themselves and stay their own wounds.

For now we must make do.. But I would like to see regen effects and instant cast cures on others make their return. Maybe low enmity instant cast regen (doesn't have the initial heal effect of Sacrifice), where enmity is calculated based on the first tick.
