I thought you were going to ask why it's the garlean national anthem?

It's not. It's the Ala Mhigan anthem, "The Measure of His Reach", a tribute to Rhalgr the Destroyer. The occupying Garlean forces rewrote it as "The Measure of Our Reach" to drive in the point of their conquest, but it was Ala Mhigo's first.
