This is NOT an issue. This can be fixed by going into Ground Mouse Mode (L1 + R3) with a dialog box open and then move your mouse over the dialog box, hold down R2, then go to Scale Window (have to keep R2 held down) and use L2 to select the size you want (I put it at 120%) and looks good. You can also adjust the position of the dialog box after changing the size using the same steps and clicking on the box and dragging it around.

I just want to say that this is one of the most unintuitive UI procedures I've seen in recent years. Seriously.
