Enlarge System UI don't enlarge everything. It enlarge only 2 things, NPC text bubble and the cross menu. Try it out.

The only thing that make everything bigger is "Use Interface Size 150%"

This exactly. Trust me, it's fixed. I've been using this since I discovered it exploring the menus.
