The reason it doesn't do this is because you don't want to try casting Impact when the buff has less than 2s remaining as it will fall off and cancel your cast thus causing you to lose that GCD.

This doesn't happen TOO frequently, but if you end up with a good string of ready procs you end up not having a chance to cast Impact before the buff wears off at all. Which is kind of a shame since it's one of the best looking abilities we have.
