Better idea:
Stop caring about your DPS. There are training dummies, use those.
The reason people keep asking for legit parsers is so they can do that kind of "low dps=kick" nonsense. No parser, no legit reason to kick. People using unauthorized tools = "report for cheating", people in this game are actually rather shameless and you can figure out who is using them just by looking at the website they upload the parses to.
The newbie bonus should just be rewarded after completion, don't give the message in advance.
I'd actually go one further and have the server quit reporting damage in the battle window during duties so people pay attention to what they are doing, not the numbers.

Mhm, less DPS (Because DPS can be skewed via synergy effects) and more PPS (Potency Per Second), coupled with a small note on where that PPS stands relative to other players for that particular instance (Like X percentile). Knowing you do 2000 DPS only helps if you know that 3000 could be achieved if you'd play better. Without the latter info, you might think 2000 is already the most you can achieve.
And that still doesn't help the issue that this doesn't tell you "how" to improve, only how much room for improvement there is.
People won't kick a bonus from a dungeon, trial or raid. Not even from training parties because those are expected to have bonuses.
However, joining a farm party with a bonus is going to be a different matter. Same can be said about the glowing effect.
We currently see of PF:
No bonus.
what we will see of PF:
No bonus. No effects = kick.

With a PF option "only who completed this" to be sure ninjas (not the job) cannot join, it will be nice.

I'd rather have an icon somewhere indicating how's your dps for the current encounter compared to the dps expected with your job on that boss by SE. could be red if you're above what is expected of you, green if you're on the average and blue if you're not pulling your weight.
The only way to harass someone would be asking for a screen of various moment of the encounter, it would be too tedious. It would also have the advantage of giving you a clear idea of when in a fight you're not performing as you're supposed to.
There is a legitimate reason why someone might want a parser for their own use. People want to be the best DPS they can be, and being able to see your improvement is vital to success in this.
Seeing other players dps will only lead to community issues and kicks.

Second, you don't need a parser to tell who is underperforming. "But but but if you are looking at others you are most likely underperforming", sorry but no. Any player worth their salt can perform their rotations by muscle memory and only need to pay attention to mechanics. Also during openers, arguably the moment of truth to tell if your average player knows what they are doing, the bosses funny enough don't have any mechanics so you can scrutinize everyone.
Another good way to tell performance is rotational cycles, if you know how many rotations a good party go through you can figure out something is amiss. And depending on the difference between good and your df roll you can almost pinpoint who is underperforming.
And by no means I'm encouraging anyone to kick people everywhere. I'd rather teach people than just kick them right off the bat, but if their response is overly negative they are getting the boot and a nice spot in a blacklist.
PS: I forgot you make a third point of every people in that website using said tools. But you know your name can be there and not being able to parse at all, right? I mean, I play on ps4 exclusively and my name is in there. How am I using said tools exactly?

That's because SE's expectations are completely skewed - Any DPS from healers is exceptional, tanks doing anything but spamming the aggro combo is exceptional and DPS are measured by the standard of 85-90% of their dummy performance with an item level noticeably above the minimum to enter. That shouldn't be a standard for anything ever.
