Who steps up to lead in their absence?
Obviously there would be power struggles, that the WoL would be involved in, but between who, and what side would the WoL pick?

Twin Adders will probably get another Padjal. I think O-App-Pesi would have been the next Seedseer had Kan-E never existed. He should be comfortable with non-Gridanians since he was guild leader of the CNJ at one point.
The current Maelstrom grandmarshal will be a good replacement. He is Mistbeard and played a role in turning limsa to what it is now. Assuming there's a gauntlet he has a high chance of winning.
It will be interesting what will happen with the Flames. It could be Pippin but that depends on whether or not the syndicate have another candidate

We've never had any succession stuff detailed for the various city-states, but it isn't too hard to suss out. For Gridania, it'd be whoever the Elementals designate as the next lead Seedseer, and this would probably be either O-App or E-Sumi, as noted. It does seem like there's some amount of free will involved, though, so E-Sumi could turn down the position again. Raya-O and A-Ruhn are probably too young, A-Ruhn is off on his own adventures anyway (I bet we'll catch up with him in Stormblood!) and besides, if something untoward were to happen to Kan-E, Raya would probably be near-inconsolable for a while and thus wouldn't want anything to do with leadership.
Limsa has presumably had to settle this sort of thing before and it seems likely that the answer is typically a snap election, or "snap Trident" in this case. Not-Mistbeard would definitely hold command temporarily (he did so when Merlwyb was injured in the Calamity), but he would presumably not be allowed to finish out Merlwyb's term (especially since the Bloody Executioners would love a chance to reform or scrap the Galadion Accords). However, I would also bet my hat he'd absolutely represent the League of Lost Bastards in such a Trident.
As far as Ul'dah goes, on the Syndicate Raubahn would simply be replaced by whoever is next in line in terms of riches - and heck, we haven't even heard who replaced Teledji yet. Command of the Immortal Flames would unquestionably fall to Pipin, but it's unclear how easy it would be for the Flames to survive in their current form without Raubahn.
Pip is presumably his father's heir apparent, so as the controller of Raubahn's wealth he would probably inherit control of his seat on the Syndicate as well as command of the Flames.
Also doesn't Nanamo by default control Tedeleji's seat on the Syndacite since she has control of his cash now?
I believe Lolorito only gave her half his (and all Teledji's) current money not his assets--while giving up his fortune hurt, I wouldn't count Lolorito out by any means. I doubt he would let Nanamo have control of an empty syndicate seat. I agree that Pipin is the likely candidate to succeed Raubahn.

The trick with the Syndicate seats is that, actually, Nanamo already sits on the Syndicate - it's a council of six plus the Sultan(a), who is automatically counted as the "richest" person in Ul'dah. As we saw in 2.2, she does technically have a vote and the council is in fact seven votes. The problem is that the Monetarists have been opposed to the Sultans for a long while, and so the Sultans often struggle to wield that much power compared to the old days.
So no, she would not control Teledji's seat. That seat is simply unfilled, so far as we know right now.

The Trident should theoretically be coming up sometime during the post-Stormblood MSQ right?
Lore says it happens every 7 years, and I'm guessing that between the end of 1.0 and now...it's been about that much time.
So, who would theoretically be competing with Merlwyb to be Admiral?
