3. Speak with Alphinaud in Quicksand (Adventurers Guild) and read dialogue

Note: On the second dialogue box, Alphinaud states "... next order of business is to ensure their safe passage to Ul'dah."

The quest is about moving refugees from Ul'dah to Mor Dhona, I suggest stating either from U'dah or to Mor Dhona.

The Hourglass is the name of the inn room in Ul'dah, so I believe there is no mistake here. As I recall, aside from visiting Ul'dah initially, I think they were willing to take in a small amount of refugees themselves? The rest went to Mor Dhona.

The text in-game is correct. The first step is indeed to move the refugees from Vesper Bay (where they first arrived) to Ul'dah (where Momodi has promised to give temporary help).
Later on they will move on to Mor Dhona, but that is later.
